CLMVT Adopts Joint Declaration on Safe Labour Migration

On 2 August, the 2nd Ministerial Conference on Labour Cooperation in Cambodia, Laos, Myanmar, Thailand and Viet Nam (CLMTV), entitled “Promoting human resource development and decend work for migrant workers”, took place in Da Nang successfully with the attendance of Vietnamese Deputy Prime Minister Vu Duc Dam, Vietnamese Minister for Labour, Invalids and Social Affairs Dao Ngoc Dung along with representatives from Cambodia, Laos, Myanmar and Thailand.

Addressing the conference, Deputy Prime Minister Vu Duc Dam said labour migration is inevitable and crucial for economic development in CLMTV.  He said that “The five countries should promote education and vocational training for labourers and exchange information or experience in management of migrant workers.  Migrant workers must be given fair treatment like indigenous workers in each country. We should also boost dialogues on problems and risks at forums in ensuring social security and the rights of migrant workers.”

Ministers of labour from Cambodia, Laos, Myanmar, Thailand and Viet Nam (CLMTV) agreed to improve their migration management system and share responsibilities in contributing to safe labour migration.  The ministers also committed to boosting information exchanges, and encouraging legal cross-border workers and employment through bilateral agreements among the five countries.

The CLMTV ministers endorsed the Joint Declaration on safe labour migration submitted by the 2nd CLMTV Senior Labour Officials Meeting, also held in Da Nang on August 1.  This Joint Declaration reaffirmed that cooperation on safe labour migration among CLMVT countries will be carried out consistent with international standards and each country’s national legislations, policies and programmes, in particular through specific activities on safe labour migration, protection of the rights of migrant workers as well as stipulating responsibilities of both the countries of destination and the countries of origin.
